I don't remember reading in any texts where the Buddha was asked this question specifically, but from my interpretation of what he said on karma and reincarnation, I think animals must also have karma. Animals are a sentient being in Buddhism and are also subject to the cycles of birth, death and rebirth. The Buddha has himself recounted numerous past lives of his when he was different animals. If that is the case than it must be the case that animals have the capacity to build good karma in order to reincarnate to a higher being. That being said, I have to think it is very difficult for animals to build good karma with their limited mental capacities. As such it is not only unpleasant experience to be reborn as an animal, but it is hard to escape the realm once you are in it. More the reason to cultivate good karma in the present.
